Dacheng Retained as Standing Legal Counsel for SASAC of Hainan

On April 27 2012, a service contract was signed between Dacheng and the State-owned Asset Supervision and Administration Commission of Hainan (“SASAC of Hainan”) in which it was agreed that Dacheng would act as the latter’s standing legal counsel. The cooperation was initiated by senior partner Xu Yongqian and will be undertaken by senior partner Xiao Ling and partner Xie Xiaojing.
 
Dacheng attorneys will provide legal counsel for SASAC of Hainan on a wide range of matters, including restructuring of state-owned economy in the capacity of an investor; state-owned assets management reform and SOEs reform and development; projects on the memo of cooperation between Hainan and SASAC of the State Council, such as the construction of an international tourism island, the development of competitive industries, major projects invested in Hainan by central enterprises. The attorneys are also responsible for drafting, revising, reviewing contracts, agreements, memos and letters of intent for the commission, advising the commission on policy-making to guarantee compliance and standardization of the policies, offering legal training for related agencies, and advising enterprises invested by SASAC of Hainan on reform and restructuring, acquisition, listing, investment and financing, and fund formation.
