Nanning-based Attorney Retained as Standing Legal Counsel for Government of Guangxi Zhuang Autonomous Region

On February 25, 2015, a conference with the subject of building a law-based government was held in Nanning, capital city of Guangxi Zhuang Autonomous Region. Chen Wu, president of the autonomous region, awarded engagement letters to legal counsels retained for the government of the autonomous region and listened to their suggestions and advice on how to push forward administration by law and build a law-based government. As one of the legal counsels employed by the government, senior partner Teng Hua spoke at the conference. 

Teng pointed out that the government should consult the legal counsels before issuing any important policy. The legal counsels, on the other hand, should form their own independent opinion on the legality, compliance, operability from the legal prospective and potential legal risks associated with the release of local laws, regulations and important administrative acts and advise the government accordingly when they make the laws and decisions. For administrative agencies dealing with legal issues on a daily basis, legal counsels should be consulted on a daily basis too. For administrative agencies involved in lawsuits, those in charge of relevant agencies and staff involved in the lawsuits should attend court hearings and trials to show to the public their determination of building a law-based government and to be educated by judicial procedures. 

Chen stressed that under new circumstances, it was important and urgent to build a law-based government. He hoped that this goal could be accomplished in 2020. 

Teng has acted as legislation counsel for the government of the autonomous region. She was a member of the 8th and 9th political consultative conference of Guangxi and the conferences’ legal affairs committee and has been served as standing legal counsel for a number of local administrative agencies.
