Dacheng Assists Yunnan Power Grid Co., Ltd. on Research of Materials Management Department Legal Risk Control Mechanism

On November 12, 2014, Yunnan Power Grid Co., Ltd. approved the project on legal risk control mechanism for its materials management department. 

The research was conducted by a Dacheng team composed of Beijing-based partner Yan Liping, associate Li Jialin, Kunming-based senior partner Li Chunjiang, partner Yang Yun and associates Wang Rong and Zhang Lei after a service contract was signed between Dacheng’s Kunming office and Yunnan Power Grid Co., Ltd.. 

A pilot program was first launched in the materials management department where legal risk prevention and control was the most necessary. Outcome of the research was represented by “Handbook on Legal Risk Control of Materials Management Employees” and “Implementation Measures on Legal Risk Control of Employees”. 

During the five months, the Dacheng team figured out work procedures and duties of more than a hundred positions of a dozen departments, surveyed and interviewed employees from these positions and department time and time again, and identified tens of hundreds of possible legal risks and formulated measures for risk prevention and control accordingly. A trial run of the above mechanism would be conducted for a period time before it would be applied in a broader variety of departments such as human resources and financial management. 

The most important characteristic of the mechanism is that it is a breakaway from traditional mindset on legal risk management in that the responsibility of legal risk education, prevention, control, supervision and relevant assessment are tied to individual employees at different positions and integrated into their duties and everyday work so that legal risks are controlled at the outset. Such position-specific method of legal risk management is a brand new attempt as well as a breakthrough.
