The State-owned Assets Supervision and Administration Commission of Qinghai engaged Qi Yan, an attorney from Dacheng’s Xining office, as one of the drafters for “The State-owned Assets Supervision and Administration Regulations of Qinghai Province” (hereinafter referred to as “the Regulations”).

At the 21st conference of the People’s Government of Qinghai, the province’s legislative plan for 2014, which included the Regulations, was passed. The proposal for drafting the Regulations, which would be the most important piece of local legislation for state-owned assets supervision and administration in Qinghai, would be reviewed by the Standing Committee of Qinghai People’s Congress and the Regulation subsequently enacted by a team of drafters specifically mobilized for this purpose, under the guidance of a group of leaders.

According to the proposal, the team of drafters would conduct legislative research among state-owned assets supervision and administration agencies and SOEs in and outside Qingdao and convene seminars on relevant topics. On the basis of these, they would formulate draft regulations and accompanying interpretation.
