SASAC-Commissioned Research by Dacheng Passes Expert Scrutiny

On January 10 2012, a seminar on a research report entitled “Analysis on Issues of Entrusted Shareholding by Assets Management Companies” was held at Beijing Tangla Hotel. The report was commissioned to Dacheng by the State-owned Assets Supervision and Administration Commission (“SASAC”) of the State Council.

The seminar was attended by: Bai Yingzi, director of Enterprise Reform Bureau of SASAC; Liu Wenbing, deputy director of the Bureau; Lin Qingmiao, division chief of the Bureau; Zhang Xueyong, deputy division chief; Liu Dongsheng, general manager of China Reform Holdings Corporation Ltd.(“CRHC”); Song Yaohua, deputy general manager of CRHC; Bian Zhengzhi, board secretary and general counsel of CRHC; Tan Xiaochun, general manager of Public Equity Department of CRHC; Mu Min, deputy investment director of Public Equity Department of CRHC; and Dacheng senior partner Wang Aijun.

The research team was headed by Dacheng senior partner Xu Yongqian, while senior partners Yu Xugang, Lv Bo and Wang Aijun acted as deputy heads. Attorneys Guan Qi, Ma Guangqin and An Baijing were key members of the team.

Senior partner Xu Yongqian and attorney Ma Guangqin presented the report to the participating leaders and experts. Supported by sufficient evidence and thorough argumentation, the research was regarded as excellent and meaningful in terms of quality and methodology. The leaders and experts also proposed suggestions for further improvement.

The research is a key project of the Enterprise Reform Bureau of SASAC in the year of 2011. It is also the second SASAC-commissioned project for Dacheng in 2011. Dacheng’s expertise and experience in research has made it the Bureau’s only partner on this research project.

The research’s passing of scrutiny is a vivid manifestation of Dacheng’s deep understanding in the area of state-owned assets management, as well as its strength in theoretical research and legal practice.
