Dacheng Signs Strategic Cooperation Agreement with China-Belarus Industrial Park in Belarus

On May 12,2015,a strategic cooperation agreement was signed between Dacheng and China-Belarus Industrial Park Development Co., Ltd. (“China-Belarus Industrial Park”), at a time when president Xi Jinping was visiting the Park in Belarus.

China-Belarus Industrial Park is the most important project in Sino-Belarus economic and trade cooperation. As a core link on the New Silk Road Economic Belt, it is so far China’s first overseas economic and trade cooperation project featuring the most open, the highest level of cooperation and the most favorable policy.

The 91.5 square-kilometer park is located 25 km east of Minsk, capital of Belarus, near Minsk International Airport and railway lines, with M1 Berlin-Moscow intercontinental highway passing through it. The park will be guided by far-sighted ideology, incorporate experience in establishing successful industrial parks worldwide, fully tap the stable investment environment of Belarus, and meanwhile put an emphasis on the recyclable use of resources and environmental protection. According to the presidential decree signed by Alexander Lukashenko,
enterprises entering the park would be able to enjoy a number of preferential policies (“tax exemptions for ten items and tax cut in half for other ten items”) such as in tax and land use in the park, where the most relaxed policy environment would be cultivated for global investors.

Dacheng will not only advise the park on preferential policies in areas such as tax and land use, but also assist the park in creating an efficient “one-stop” service platform that guarantees smooth communication of policies, laws and regulations, information, circulation of capital and talent and convenience of life. According to the strategic cooperation agreement, Dacheng would provide one-stop services to the park on matters related to the attraction of capital and investors and to enterprises entering the park on company registration, governance and management in Chinese, Russian and English languages.

Senior partner Xu Yongqian, entrusted by Peng Xuefeng, standing committee member of CPPCC and chairman of Dacheng, signed the agreement on behalf of Dacheng.
