On June 27, 2014, attorneys Cao Wenhua and Jiang Xingwang was invited to a seminar held by the Ministry of Land and Resources to discuss administrative reconsideration cases related to land and resources disputes.

The seminar was attended by people from Legislative Affairs Office of the State Council, the Supreme People’s Court, the Ministry of Land and Resources, State Oceanic Administration, Beijing High People’s Court, Beijing No.1 Intermediate People’s Court, China Land and Mining Law Center, Beijing Land and Resources Bureau and over a dozen other administrative organs.

The seminar is held annually to find out key characteristics of and difficulties in handling administrative reconsideration cases related to land and resources; formulate strategies for handling such cases and opinions on law application. These strategies and opinions will further guide administrative reconsideration bodies at all levels in dealing with land and resources disputes.

Key issues arising from the seminar included the assignment of land use right of state-owned land, the assignment of mining right, prioritized land use and government information disclosure. Mr. Cao, based on his experience as a law practitioner, voiced his opinion on cases under discussion, which was acknowledged by officials participating in the seminar.
