On March 28, 2015, senior partner Yang Shuwen from Dacheng’s Urumqi office was retained as standing legal counsel for the general office of armed police force of Xinjiang Uygur Autonomous Region. Yang would advise the general office on day-to-day management, legality of behavior, and the handling of emergencies.

The general office of armed police force of Xinjiang is an important peace-keeping force in Xinjiang. It is mainly responsible for managing 5,700 kilometers’ border lines and 205,000 square kilometers’ border areas and exercising examination power over personnel, vehicles and articles leaving and entering Xinjiang from ports. It also shoulders the responsibility of preventing and cracking down on illegal emigration and immigration, gun and drug trafficking, Three Evils (i.e., terrorism, separatism and religious extremism), human and goods smuggling, and other cross-border crimes. The general office also conducts cross-border co-operation with neighboring countries at the border and deals with border disputes.

Apart from providing legal counsel for the office on border guarding tasks, peace-keeping initiatives and day-to-day matters, Yang and her team would also offer training to the officers to raise their awareness of law.

Yang would be assisted by attorneys Xu Xuemei, Li Jin, Shi Yuqing, Wang Jun, Du Xiaoshuang and Xu Haojie.
