Recently, the mixed-use development project in Guangzhou Nansha District's Qingsheng Hub Block (the Project) advised by a Dentons Guangzhou team successfully completed the bidding and contracting process, and held a mobilization ceremony for the start of the construction on April 15, 2019, marking the official launch of the Project.

The Qingsheng Hub Block is one of the seven blocks in Nansha Free Trade Zone and is positioned as an important technological innovation hub, an international smart city, a demonstration zone for artificial intelligence industry, and a center of the northern communities in Nansha District. With a total investment of around RMB 34.1 billion, the Project is the largest mixed-use development project in Guangdong Province. China Railway Group Limited, China Railway Construction Co., Ltd. and its consortium successfully won the bid for the construction of the Project.

The Dentons Guangzhou team consisted of Lu Qinghua, Liu Yayuan, Chen Hao, Qiu Peijie and some business support personnel. They reviewed the implementation plan, sorted out the legal relationships involved in this matter, established the cooperation framework, drafted and reviewed the project documents, and advised on tendering and bidding, negotiations and polies and regulations. The Project adopted an innovative model "PPP + EPC + land concessions" for investment, construction and operation. During the implementation process, a large number of new issues and challenges have emerged. The team worked closely with all parties and did excellent work for the client, facilitating the smooth progress of this Project.
