Recently, the second meeting of the 16th National People's Congress of Dalian has concluded. Following the two bills passed by the People’s Congress last year, Dentons China’s Dalian office, Ms. Xue Ping, put forward the proposal of “Regulations on the Use of Mobile Phones for Primary and Secondary School Students in Dalian” and proposal of “Formulating the Regulations on the Administration of Dalian Shipping Construction” in the key areas of education, people’s livelihood and shipping. The above three proposals were all passed by the congress.

Director Xue Ping has been the 15th and 16th National People's Congress representatives of Xigang District of Dalian since 2002. Since 2013, she has served as the 15th and 16th National People's Congress representative of Dalian. In 2017, she was elected as a member of the Municipal People's Congress Financial and Economic Committee. Since her service as the representative of the Municipal People's Congress, Director Xue has submitted nearly 80 proposals, 10 cases, and 8 research reports. Eight of the proposals were listed as key proposals; three research reports were rated as excellent research reports; “The proposal to amend ‘the Regulations on the Protection of Special Seafood Resources in Dalian’ as soon as possible” was rated as Excellent Proposal in 2016.

In addition to participating in politics as a representative of the National People's Congress, Director Xue also actively offers advice and suggestions as a non-party person. Her "Proposal on Promoting the ‘Loan Financing Model for Land-Property benefit guarantee’ in the Whole Country” and the “Proposal on Formulating Regulations for the Management of Rural Collective Economic Organizations” were adopted by the Central party’s “Lingxun” magazine, which was also signed and approved by Vice Premier Wang Yang. The "Proposal on Safeguarding the Hidden Dangers of Drinking Water in Rural Primary and Secondary Schools Should Draw Attention to Governments at All Levels", which was put forward in 2015, was fully affirmed by the United Front Work Department of the Provincial Party Committee, and Director Xue was awarded as an outstanding individual “who proposes good suggestions for comprehensive deepening reform in Liaoning." In 2017, Director Xu’s “Difficulties and Related Suggestions on Private Enterprises Participating in PPP Projects” was fully affirmed by the Municipal Party Committee’s United Front Work Department and reported to the Central United Front Work Department.
