Retained to draft local legislation to give full play to professional advantages Dentons Chengdu lawyer assists in the implementation of the first regulation for the Chengdu National Demonstration Zone for Indigenous Innovation in the west

Liu Shoumin, head of Dentons Chengdu office, was retained by the Party Working Committee and the Administrative Committee of Chengdu High-tech Industrial Development Zone to participate in the legislative research and regulation drafting work of the Regulations of the Chengdu National Demonstration Zone for Indigenous Innovation (the Regulation). After three years' efforts, the Regulation was successfully introduced.

Recently, the Eighth Meeting of the Standing Committee of the 13th CPC Sichuan Provincial Committee reviewed and approved the Regulation, and determined that the Regulation will come into force on January 1, 2019. The Regulation is the first local regulation in the western region for the national demonstration zone for indigenous innovation. It has made provisions on the development, construction and management of the demonstration zone from the aspects of planning and construction, innovation and entrepreneurship, science and technology, and finance, talent support, cooperation, management and services. It further clarified the legal status of the demonstration zone, improved the institutional mechanism, and promoted continuous innovation. The promulgation of the Regulation will provide legal support and inject new vitality into the further reform, innovation and development of Chengdu High-tech Zone.

As members of the regulation drafting group, Mr. Liu, Wang Lu, Liu Yalei, Liu Hanxin, Feng Ling and other Dentons lawyers provided full scope legal assistance for this legislative project, including writing the relevant legislation proposal submitted to the CPC Sichuan Provincial Committee. The team carried out investigations on the legislative projects in the area, and went to Shenzhen, Wuhan, Chongqing, Kunming and other legislative pioneer cities to conduct inspections, drafted the regulations, assisted in comments soliciting, and organized and participated in expert discussions. They cooperated with the legal departments of the provincial and municipal people's governments to solicit opinions, conducted researches on the relevant issues, completed the revision of the draft, assisted the review of the draft, and was invited to attend the Eighth Meeting of the Standing Committee of the 13th CPC Sichuan Provincial Committee. They also made necessary explanations on the process of drafting and revising of the Regulations of concern to individual committee members.

In recent years, the team led by Mr. Liu was also involved in the following legislative matters: "Chengdu Urban and Rural Planning Regulations", "Chengdu Urban Landscape Regulations (Draft for Comments)", "Chengdu Construction Site Management Regulations" and other local regulations. In the successful completion of this project, our lawyers has not only accumulated valuable experience on deep participation in local legislation, but also made a useful attempt in fully utilizing lawyers' professional advantages to serve the Party committees and government centers and participate in social governance systems and governance capability modernization.

As a deputy of the 13th PRC National People's Congress and a deputy of the 13th to 16th Chengdu Municipal People's Congress (CMPC), as well as a member of the CMPC Urban Construction and Environment Protection Committee and Legislative Affairs Committee, and a member of the Legislative Advisory Panel of the Standing Committee of the CMPC, Mr. Liu has participated in a large number of revision work of local laws and regulations in the past 20 years. On basis of his professional expertise and practice, Mr. Liu put forward the "Ten Recommendations on Further Strengthening the Criminal Judicial Protection of Non-Public Enterprises and Entrepreneurs", the "Proposal on Amending the Arbitration Law of the People's Republic of China" and the "Proposal on Further Promoting the Development of Non-profit Organizations in China" during the "two sessions" this year, and his proposals have received great attention from all walks of life.
