On October 26, 2018, the Jiangsu People's Procuratorate (JPP) held an external experts appointment ceremony and a symposium. Shen Yongming, head of Dentons Nanjing office, and senior partner Xue Huogen (Nanjing), along with other 104 legal experts, scholars and judicial workers, were appointed as external experts of the JPP.

The 106 experts appointed this time covered three major litigation areas (civil, criminal and administrative), engaging in various practices, including environmental resources, finance, intellectual property, computer networks, biomedicine, construction engineering and real estate, administrative management, financial management, accounting and audit, and trial and execution. The panel consisted of retired senior judges and prosecutors, university professors, senior attorneys and government officials, many of whom are the leaders in their organization and the backbone of the industry and possess rich practice experience and outstanding theoretical research achievements.

Liu Hua, chief of the JPP, said that setting up the external expert panel for the JPP to assist in case-handling will help improve professional competence and case handling level, and facilitate precise supervision and enhanced case handling, so as to jointly provide more and better products of rule of law and prosecution for the masses of the people, and push forward the balanced, sufficient and comprehensive quality development of the procuratorial work. This system will effectively promote the development of the legal profession in Jiangsu Province and better drive the progress of the rule of law in Jiangsu.
