A group of 30, including experts and scholars (16 professors, 3 associate professors and director-general of Sichuan Lawyers Association) as well as legal practitioners from Sichuan-based law firms, have been appointed as the legal counsel to Sichuan provincial government. The appointment ceremony took place on September 13, 2018. 

Establishing a legal advisory board is an important initiative in stepping up rule of law in Sichuan province. Sichuan provincial government first appointed a legal counsel in 2014. In the years that followed, all appointees have fulfilled their duties and provided solid legal support to Sichuan’s reform efforts. To thoroughly implement the Opinions on Promoting the Legal Adviser System and the Government Lawyer and Corporate Lawyer System issued by the General Office of the Central Committee of the Communist Party of China and the General Office of the State Council, and improve rule of law in Sichuan, Sichuan Party Committee and provincial government appointed 30 individuals on their advisory board on a three-year term.

Liu Shoumin, deputy to the 13th NPC, vice-chair of All China Lawyers Association and head of Dentons Chengdu office, appointed as one of the legal counsels. 

The selection process takes into consideration the candidate’s education background, professional experience, areas of expertise, reputation, moral ethics, and age as well as industry representation.
