Managing Partner of Dentons' Chengdu office Liu Shoumin appointed to Legislative Advisory Panel of the Standing Committee of 17th Chengdu Municipal People's Congress

On September 6, 2018, the Standing Committee of 17th Chengdu Municipal People's Congress (CMPC) Legislative Advisory Panel's symposium and appointment letter granting ceremony was held in Chengdu. Wu Min, deputy director of the CMPC, Yuan Xiaohua, chairman of the CMPC's Legal Affairs Committee, and Chen Chunjian, director of the Legal Affairs Committee of the Standing Committee of the CMPC, attended the event.

At the meeting, Director Chen introduced the current legislative advisory panel members one by one and informed the experts about the basic situation of the selection and appointment. Mr. Yuan presented the general situation of local legislation in Chengdu to the experts, and briefed the work progress of the 2018 legislative plan and the 5-year legislative planning. Experts from the fields of legal theory, legal practice, and urban management carried out a comprehensive and in-depth discussion on how to utilize the advantages of the expert think tanks to improve local legislation and to promote the construction and development of cities with innovative development ideas.

Lastly, on behalf of the CMPC, Mr. Wu granted the appointment letters to the selected experts and made arrangements for the relevant work. The first is steadily and orderly pushing forward and completing the key regulatory projects approved by the Municipal Party Committee with high qualities. The experts should participate in the whole process of the formulation of the three regulations: Chengdu Longquan Mountain Urban Forest Park Protection Regulations, Chengdu Urban Landscape Regulations, and Chengdu Dujiangyan Irrigation Area Protection Regulations. The second is enriching the ways of experts participating in local legislation. Develop a five-year legislative planning project library, annual legislative plans, etc., and invite related experts to participate in validation meetings, hearings, seminars. In particular, if the city's major interests will be affected or there are significant differences among the stakeholders, or highly professional issues are involved when establishing important regulations and legislative work, the experts in the relevant professional field should be invited to take part in the validation meetings. The third is to continuously enhance the service guarantee mechanism for experts to participate in legislation. The work funds or subsidies for such experts should be included in the annual budget of the CMPC and used strictly according to the budget planning; strengthening the daily contact, designating special personnel for the day-to-day management of the expert pool and ensuring the smooth and effective conduct of various legislative consultation activities.
