On November 18, 2014, an agreement was signed between Dacheng’s Shanghai office and Xin Hua Hospital Affiliated to Shanghai Jiao Tong University School of Medicine (“Xin Hua Hospital”) in which Dacheng were retained as standing legal counsel for the hospital. The signing ceremony was attended by Sun Kun, president of Xin Hua Hospital, Wu Hao, the hospital’s party secretary, Cheng Ming, vice president of the hospital, Xiao Bin, head of the president’s office, Chen Lei, head of the hospital administration department, Wang Hanqi, head of Dacheng’s Shanghai office, partner Wei Haibo and attorney Xiao Zhiwei.

Xin Hua hospital is the largest “Grade 3, Class A” hospital in Shanghai. With 3800 staff members and covering an area of 122 mu, it receives over 4mln patient visits and generates more than RMB3bn of revenue annually. It also provides training for 80% of the hospitals above “Grade 2, Class A” levels.

However, problems arise in the course of its development, especially in areas of patient-doctor disputes, internal governance, infrastructure, outbound cooperation and equipment procurement, which all call for standardization within a proper legal framework. It is against this background that a Dacheng team composed of partner Wei Haibo, attorneys Xiao Zhiwei and Ji Xiaoyan has been retained to advise the hospital on a wide range of everyday matters as well as the creation of a legal department within the hospital. It is learned that Xin Hua hospital is the first “Grade 3, Class A” hospital in China to retain the service of standing legal counsel and to create a legal department.
