Experts Approve SASAC-Commissioned Research Done by Dacheng and Others

Recently, a review meeting on “An Analysis on Building a World-class Corporate Legal Support and Guarantee System” was held by the State Assets Supervision and Administration Commission (“SASAC”) at the Westin Hotel on the Beijing Financial Street. Dacheng was one of the members in charge of the research.
 
Experts present at the review meeting included: Deng Zhixiong, director of the Intellectual Property Bureau of SASAC; Qiu Xiaoping, director of Labor Relations Division of Ministry of Human Resources and Social Security; Wang Baoshu, professor of law from Tsinghua University; Wang Jiajie, former general counsel of China General Technology (Group) Holding Co., Ltd; Cao Xianqing, general counsel of Datong Coal Mine Group; Zhang Meiling, general counsel of China Coal No. 3 Construction (Group) Co., Ltd.; Zhang Wen, general counsel of CITS Group Corporation.
 
The meeting was also participated by: Zhou Yubo, director of Laws and Regulations Bureau of SASAC; Sun Caisen, vice director of Laws and Regulations Bureau of SASAC; Zhou Qiaoling, vice director of First Office of Laws and Regulations Bureau of SASAC; Chen Lijie, general counsel of China Mobile; Zhang Jixing, director of legal affairs department of Sinopec; Wang Shubao, general counsel of Sinohydro; Ren Hua, vice director of economic law division of State Grid; Fan Hui, director of legal affairs division of Sinopec; and Sun Dahong, director of legal affairs division of China South.
 
Dacheng senior partner Xu Yongqian delivered a report to the participating experts and other guests. The experts found that the research had presented a new perspective, sufficient supporting details and thorough argumentation, and unanimously agreed to give it the green light. At the same time, they proposed suggestions for improving part of the report.
 
“An Analysis on Building a World-class Corporate Legal Support and Guarantee System” is a key research project of the Laws and Regulations Bureau of SASAC for the year 2011. Due to the particular advantages in terms of expertise, experience and the global legal service network, Dacheng was selected as the only law firm to participate in the project. The other eight members included: China South, PetroChina, Sinopec, State Grid, China Mobile, Wuhan Iron and Steel Group, China Communications Construction Company and Sinohydro, which were all central enterprises.
 
The research project received strong support from all offices of Dacheng. Via Dacheng’s global legal service network and SASAC, All-China Federation of Industry & Commerce, customs and tariff regulators and World Service Group, the researchers were able to distribute questionnaires to 80 central enterprises, 200 major subsidiaries of the central enterprises, 300 private enterprises, 100 European and American companies, as well as subsidiaries and joint stock entities of a number of Global 500 companies. They also conducted formal interviews with 11 enterprises, including Li-Ning Company Limited, Komatsu (China) Investment Co.,Ltd. and Sinochem. These inquiries and interviews laid a solid foundation for the writing of the report.
 
The successful closing of the research exhibited Dacheng’s deep understanding of law in the field of state assets, its research capability and the advantage of its global legal service network.
